SEEC Institute Releases First Research Report Catalyzing Climate Solutions: Assessing IRA's Use of Public Funds to Spur Private Investment

Washington, D.C. – Today, the Sustainable Energy and Environment Coalition Institute, SEEC Institute, launched its first research report, titled Catalyzing Climate Solutions: Assessing IRA's Use of Public Funds to Spur Private Investment.

Report authors Tim Profeta, Ian Hitchcock, and Tatjana Vujic of Novi Strategies, working with SEEC Institute, documented promising indicators of clean energy deployment and investment in response to Inflation Reduction Act, or IRA, incentives, as well as  ways in which implementation of the IRA can be further improved. This work offers a midstream assessment of the successes and shortcomings of programs designed to blend public and private capital, and identifies key takeaways from the implementation for policymakers to consider.

For SEEC Institute, the work does not stop at publication. We’ll continue to convene policymakers and stakeholders to make progress on bringing these recommendations to life.” 

SEEC Institute, launched in May 2024, builds on the 15-year track record of the Sustainable Energy and Environment Coalition (SEEC) in the House of Representatives. As a nonprofit organization, SEEC Institute convenes Congress, the private sector, leading climate and environmental advocates, and other experts to facilitate formal and regular connections to make significant climate strides.

Profeta, the report’s lead author, stated that “the IRA and Infrastructure Investment and Jobs Act represent a massive investment in our country’s energy transformation, and a targeted effort to both seize the technology frontier and address our climate challenge. In particular, these two statutes sought to motivate our private sector to invest in that transformation through a host of new and highly innovative programs. Our partnership with the SEEC Institute provides a timely and constructive opportunity to assess the execution of key programs within the IRA and IIJA to date and offer recommendations to improve their effectiveness from this point forward.”

As a result, in late 2023, SEEC Institute was established as a nonprofit organization.
